How to apply for the MM2H program?

The cost of living in Malaysia is significantly lower than in neighboring countries like Singapore and Hong Kong, especially in major cities such as Kuala Lumpur and Penang. Malaysia boasts modern infrastructure and abundant international educational resources, offering a high standard of living at a more affordable price. In recent years, the Malaysian government's "Malaysia My Second Home (MM2H)" program has become a hot topic among expatriates intending to relocate there. The MM2H program offers residency options ranging from 5 to 20 years, allowing applicants to choose according to their needs.

I. Qualification and Required Documents
According to the latest official regulations of the Malaysian Ministry of Tourism, Arts and Culture (MOTAC), applicants for the MM2H program must meet the following conditions and prepare the relevant documents:
The main applicant must be at least 25 years old (except for the SEZ/SFZ program, where applicants must be at least 21 years old).
Personal data: including passport copies, passport photos, and identity cards, etc.
Certificate of no criminal record (certificate of good conduct)
Proof of financial resources: such as employment certificate, pay stubs, pension income certificate, and tax returns, etc.
Relationship proof documents: such as marriage certificate, children's birth certificates, and support certificates, etc.
II. Application Process
Step 1 : Select an option
The MM2H program offers different options, and applicants can choose one based on their own circumstances and needs:
Silver: Deposit US$150,000 + Purchase a RM600,000 residential property — 5-year residency permit
Gold: Deposit US$500,000 + Purchase a RM1 million residential property — 10-year residency permit
Platinum: Deposit US$1 million + purchase a RM2 million residential property — 15-year residency permit
SEZ/SFZ: Deposit US$32,000 to US$65,000 + purchase a property of officially designated value in the SEZ/SFZ — 10-year residency permit
The MM2H program requires applicants to set up a certain amount of fixed deposits as well as get residential property in Malaysia, which seems to have a very high threshold.
However, as long as the legal requirements are met, applicants can withdraw up to 50% of their fixed deposits for the purposes of purchasing a residence, education, medical and tourism activities in Malaysia.
Step 2 : Submit the application
After preparing the aforementioned documents, the applicant must appoint an officially authorized agency in Malaysia to submit the application.
Upon approval, a conditional approval letter will be received.
Step 3 : Go to Malaysia and finish necessary procedures
Applicants must enter Malaysia within 90 days of receiving the conditional approval letter, open an bank account and set up a fixed deposit, complete a medical check-up at a designated medical institution, and purchase local medical insurance.
Step 4 : Proceed to affix the visa.
After completing the above preliminary procedures, the applicant must submit the supporting documents along with their passport to government. After the final review, the visa will be affixed.
Please note that although applicants can obtain a residence permit at this time, they still need to purchase eligible property within a specified period, otherwise their residence status will be revoked.
Step 5 : Purchase and own a property.
Even after the visa is affixed, the applicant must still purchase a qualified property according to the selected plan and submit the relevant purchase and sale documents for review.
It is important to note that the MM2H program requires applicants to hold the property for at least 10 years, with the exception of selling it for the purpose of upgrading their existing home.
In addition, in order to maintain their residency status, applicants and their families must stay in Malaysia for at least 90 days each year (the number of family members can be counted together).
III. Renewal of MM2H pass
Although residency obtained through the MM2H program ranges from 5 to 20 years, the pass itself needs to be renewed every 5 years to legally extend its validity. Each renewal extends the validity by 5 years. Application requirements and required documents include:
The applicant and their family members must stay in Malaysia for at least 90 days each year.
Letter of Intent: Indicates willingness to renew in accordance with the existing MM2H program guidelines.
Conditional approval letter for first-time MM2H visa
Certificate of fixed deposit and bank confirmation letter
Valid medical insurance policy
