According to the Immigration Act and related regulations, residents of Hong Kong or Macau, and foreign nationals without mainland China status, can obtain residency status by starting a business or investing in an existing business in Taiwan to a certain amount. They can then further apply for permanent residency or settlement (for Hong Kong or Macau residents) / naturalization (for general foreigners). The application requirements for investment residency vary depending on the applicant's status.

Pursuant to the Immigration Act and relevant regulations, Hong Kong Residents, Macau Residents, Mainland Chinese Citizens, and Other Foreign Nationals may apply for residence in Taiwan through family-based applications. The respective eligibility requirements are as follows:

For Hong Kong Residents & Macau Residents

Legal Basis: The Act Governing Relations with Hong Kong and Macau, and other relevant regulations.

Eligible Family members: Spouse and lineal relatives by blood (including parents, children, etc.).

Requirements: A Taiwanese guarantor is required.

Eligibility for PR:
(1) Continuous residence in Taiwan for 1 year with total absences not exceeding 30 days (number of exits not limited); or
(2) Continuous residence in Taiwan for 2 years, with at least 270 days of residence per year.

For Mainland Chinese Citizens

Legal Basis: The Act Governing Relations between the People of the Taiwan Area and the Mainland Area, and other relevant regulations.

Eligible Family members: Spouse and parents.

Requirements: A Taiwanese guarantor is required, and the applicant must undergo an interview process.

Eligibility for Long-Term Residence: Continuous residence in Taiwan for 4 years, with at least 183 days of residence per year (minor children may be granted special-case approval).

Eligibility for PR: After obtaining long-term residence status, continuous residence in Taiwan for 2 additional years, with at least 183 days of residence per year, and renunciation of the original nationality.

For General Foreign Nationals (those without the above status)

Legal Basis: The Regulations Governing Visiting, Residence, and Permanent Residence of Aliens, and other relevant regulations.

Eligible Family members: Spouse and lineal ascendants by blood (including parents, grandparents, etc.).

Requirements:Foreign spouses from certain countries (such as Vietnam, Indonesia, the Philippines, etc.) are required to undergo an interview process.

Eligibility for PR: Continuous residence in Taiwan for 5 years, with at least 183 days of residence per year.

Eligibility for Naturalization: Continuous residence in Taiwan for 5 years, with at least 183 days of residence per year, and renunciation of the original nationality.
The Plum Blossom Card is a type of Alien Permanent Residence Certificate (APRC). It allows foreign nationals who have made special contributions to Taiwan, possess specific professional expertise, or have invested a qualifying amount for a prescribed period to obtain permanent residence in Taiwan directly without being subject to standard residency requirements.

Qualifications & Requirements

The principal applicant must NOT hold Taiwanese nationality, Mainland China nationality, nor have household registration in Taiwan.

The applicant must meet one of the following criteria and provide relevant supporting documentation:

Special Contributions to Taiwan: Such as having received national-level honors, international awards conferred by international organizations, or achievements that contribute to the advancement of domestic technology or talent development.

Specific Professional Expertise: Such as outstanding achievements in international competitions, or possessing exceptional talents in fields including scientific research, law, academia, or related professional domains.

Qualifying Investment:
(1) Investment of at least NTD 15 million in a for-profit enterprise, creating at least 5 job opportunities maintained for 3 years; or
(2) Investment in central government bonds with a face value of at least NTD 30 million, held for 3 years.

In order to attract foreign professionals, the government launched the "Taiwan Employment Gold Card (TGC)" in 2018, which combines four documents—work permit, residence visa, overseas resident permit, and re-entry permit—into one card, hoping to attract outstanding talents with special expertise in various fields such as technology, digital, finance, education, culture, and art.
